Existing tools
Most of the existing tools are macro in nature, reflecting various production and performance indicators, foreign trade and foreign investment. However, three different indicators were used to measure employment in the knowledge-based economy in the OECD report Measuring the ICT Sector:
- the share of those in employment aged 25-64 with at least upper secondary education level, enabling insight into the overall adaptability of the workforce;
- the share of young workers aged 25-34 with this same level of education, allowing for insight into progress achieved over the past decades in upgrading the skills of the workforce;
- the share of workers employed in sectors requiring the highest education levels.
